About Kyla
Bridging Policy, Technology, and Cultural Memory
Kyla Williams Tate is the inaugural Director of Digital Equity for Cook County, Illinois and an independent researcher whose work explores the intersections of technology, policy, and culture. In her government role, she leads efforts to expand technology access and digital opportunity for more than five million residents. She spearheaded the county’s first Digital Equity Action Plan and Digital Equity Map, initiatives recognized nationally by the National Digital Inclusion Alliance, which named Cook County a Visionary Digital Inclusion Trailblazer in 2023, 2024, and 2025. In 2025, Kyla was named NDIA’s Digital Equity Champion and honored by ScaleLIT as the Beyond Books Literacy Leader.
Her work sits at the intersection of public policy, workforce development, and emerging technology, with a focus on AI literacy, the future of work, and responsible AI adoption across public systems. In addition to her government role, Kyla serves as a Team Leader with the Center for AI and Digital Policy (CAIDP), contributing to global research on ethical, accountable, and human-centered AI governance.
Kyla is a Rising Civic AI Leader, certified by Aspen Digital and the Aspen Policy Academy, and holds a Certification with Distinction from the Center for AI and Digital Policy (CAIDP). She was a 2024–2025 Marjorie & Charles Benton Opportunity Fellow, where she examined digital equity and technology adoption in Great Migration cities using the storytelling podcast Digital Determinants as a narrative research method. In recognition of her contributions to public service and technology equity, she was named to the Distinguished Alumni Class of 2024 at Governors State University.
Outside of government and policy work, Kyla is a poet, singer, and cultural practitioner and the founder of the CollabARTive Community, a collective of digital inclusion practitioners who also maintain creative practices across a wide range of artistic disciplines. Her work is guided by a commitment to ensuring that technology, policy, and cultural knowledge work together to expand opportunity, preserve community narratives, and build more equitable digital futures.
